Check out a chronology of international climate negotations from the 1988 World Conference on the Changing Atmosphere right up to Copenhagen, from the David Suzuki Foundation here.

Maple Leaf Web (a non-profit, non-partisan Canadian political education site) provides a more indepth, but still succient history of the negotiations leading to the Kyoto Protocol and the key elements of the agreement - here .
